EDITORIAL: Handy’s blind spot | Public officials shouldn’t solicit gifts

"On Wednesday Thayer delivered a seven-page letter to Handy warning that the solicitation violated a number of state laws prohibiting public officials from using their offices for private gain and setting limits on gifts to officeholders. Appended to Thayer’s letter was evidence that Handy had accepted other donations like the one he sought from Brown — including $2,000 from Eugene businessman Tom Bowerman, and $1,000 from Veneta physician John Allcott."
