‎"It got a little sharper when Handy provided The Register-Guard with court records showing that Farr was cited for drunken driving in 2006, when he wasn’t in public office and was executive director at FOOD for Lane County.

Lane County Circuit Court records show that Farr pleaded guilty.

In an interview, Farr acknowledged the violation, saying he took a short drive to a market when he should have known better. According to the Oregon State Police citation, he had a blood alcohol level of 0.32 percent, four times the legal limit for drunken driving.

Farr entered a diversion program, completed it successfully and the charge was dismissed. He said it had a huge effect on his life, prompting him to give up alcohol entirely and reach out to friends who still drink and urge them to act responsibly.

“Because of that, today I’m educating people on not making bad decisions,” he said.

“If my taillights hadn’t been out I’d have been OK and I’d have gotten away with it. But I didn’t get away with it and it’s not OK.”

Open meetings lawsuit was costly

It’s quite difficult when reading letters to the editor to know just who the writers represent. With that in mind, let me point out the roles of some of the players in the Lane County South Eugene District commissioner race:

Peter Sorenson, incumbent; Andy Stahl, candidate; Alan Leiman, Sorenson’s lawyer; Scott Bartlett, Sorenson mentor and former Lane County Budget Committee chairman; Rose Wilde, Sorenson supporter and county budget committee member.

Sorenson and North Eugene District Commissioner Rob Handy appointed Bartlett and Wilde to the budget committee, which included personal assistants for the commissioners in its budget.

And who were the biggest losers in the open meetings lawsuit filed against the commissioners in 2010?

Nonprofits, which did not receive historically budgeted monies — Willamette Treatment Center lost $200,000, Centro Latino Americano lost its total budget and Lane County Mental Health had its budget reduced — and county taxpayers, who paid $1.2 million for the lawsuit, including $350,000 for plaintiffs’ lawyers, $350,000 for defendants’ lawyers and $95,000 for the related Rudy Chiavarra settlement.

The money came from the county’s risk pool, which has to be repaid at the rate of 1.5 to 1 from the general fund. Each county department will be responsible for repaying the same percentage as it receives from the county budget. For example, the sheriff receives 44 percent of the budget and will repay approximately $528,000. Think of all the sheriff’s deputies and other county jobs that $1.2 million could have paid for.

The Siddi, Siddhi, or Sheedi (Urdu: شی Hindi: सिद्दी or शीदि; Gujarati: સિદ્દી; Kannada: ಸಿದ್ಧಿಗಳು), also known as Habshi, are an Indian and Pakistani ethnic group of Black African descent. The Siddi population is currently estimated to be 20,000–55,000, with Gujarat and Hyderabad in India and Karachi in Pakistan as the main population centres. Siddis are mainly Sufi Muslims, although some are Hindus and some Roman Catholic Christians. Villages in the forests of northern Karnataka, for instance, have residents who likely are descended from Mozambican/Angolan slaves who escaped from Portuguese traders and ships.
The first Siddis are thought to have arrived in the Indian subcontinent in 628 AD at the Bharuch port. Several others followed with the first Arab Islamic invasions of the subcontinent in 712 AD.The latter group are believed to have been soldiers with Muhammad bin Qasim's Arab army, and were called Zanjis.
As a power centre, Siddis were sometimes allied with the Mughal Empire in its power-struggle with the Maratha Confederacy.However, Malik Ambar, a prominent Siddi figure in Indian history at large, is sometimes regarded as the "military guru of the Marathas", and was deeply allied with them. He established the town of Khirki which later became the modern city of Aurangabad, and helped establish the Marathas as a major force in the Deccan. Later, the Marathas adapted Siddi guerrilla warfare tactics to grow their power and ultimately demolish the Mughal empire. Some accounts describe the Mughal emperor Jahangir as obsessed by Ambar due to the Mughal empire's consistent failures in crushing him and his Maratha cavalry, describing him derogatorily as "the black faced" and "the ill-starred" in the royal chronicles and even having a painting commissioned that showed Jahangir killing Ambar, a fantasy which was never realised in reality.
Some Indian Siddis are descended from Tanzanians and Mozambicans brought by the Portuguese. While most African slaves became Muslim and a small minority became Christian, very few became Hindu since they could not find themselves a position in the traditional Hindu caste hierarchy.

"Neither Farr nor Handy aimed any barbs at Sindi, who said she would be able to get along with the rest of the board and would work to bring “green” jobs to the county and find ways to improve public safety funding. She said the board needs to restore trust in government if it hopes to tackle the county’s serious budget problems.

“We have a crisis in ethics,” Sindi said. “We have lost trust in our government here in Lane County. We need to hold our so-called public officials accountable.”
